When I think of “hellish dam” in relation to cities, I think of Cardiff's barrage which was built across the mouth of the delta by the sea. It was good for various people but it killed some wildlife, removed the habitats of quite a few and made the section of bay's water effectively stagnant. That might not be what Gruff is singing about though.
